The "Carte de Plaisance": For boats under 15 metres, a temporary permit (Carte de Plaisance) is issued by the hire company after your briefing, which is valid for the duration of your holiday. This replaces the need for a formal ICC (International Certificate of Competence).
UK Context: Just like on the British canals, you don't need a formal qualification to enjoy a holiday afloat. However, the skipper must usually be at least 18 years old and provide a valid passport or ID.
