Planning to rent a yacht with friends? The first question that probably comes across your mind is: “Do we need a boating licence?” Good news - you don’t always need one!

However, it’s important to be aware of local boating licence rules and safety requirements before heading out on the water. Let’s break down exactly when you do and don’t need a licence, both in the Netherlands and abroad.

When You Don't Need a Licence in the Netherlands

Here's the simple rule: pleasure craft under  15 metres long  that can't exceed  20 km/h  don't require a licence. This covers canoes, kayaks, paddleboards, jet skis, motor yachts and sailing yachts on most Dutch waterways.

However, there's an important exception: for larger inland waterways (like the IJsselmeer, Markermeer, or Waddenzee) and seaports, you'll need a Small Sailing Licence 2, regardless of yacht size or speed.

Italy:  Yachts under 40hp are licence-free, though marine protected areas may have restrictions.

Spain:  Sailing yachts under 5m or motor yachts under 4m with up to 15hp are fine. Perfect for Ibiza and Mallorca island hopping.

Croatia:  Licences are mandatory for motorboats. Alternative: rent with a licensed skipper.

Beyond Europe:   Thailand, Australia (Queensland), and other destinations offer licence-free rentals for smaller yachts.

Exception:  Some operators make exceptions for Dutch or Belgian sailors, since licences aren’t obligatory under 15m. Discuss this beforehand with rental companies or harbour masters.

Boat Licence Requirements: International Destinations 

Before cruising international waters, check with the Royal Yachting Association (RYA) or local maritime authorities. Rules change and enforcement varies by region. In England, the Environment Agency oversees waterway management and boat licensing, ensuring compliance with safety standards.

Greece:  At least one person must hold a valid licence (ICC recommended), plus a second person aged 18+ competent for emergencies. RYA Day Skipper with ICC endorsement works well.

Croatia:  At least one person must hold a valid licence or qualification to operate a yacht. Mandatory ICC for any motorized vessel or sailing yacht over 3m. Coastal sailing beyond 1 nautical mile requires coastal cruising coverage. VHF radio requires an operator certificate. Transit logs (sailing permits) are also needed.

Germany:  Inland waters require licences for engines over 5HP. ICC isn’t strictly required for the Wadden Sea, Kiel Canal, or Baltic Sea, but highly recommended. Special Rhine regulations apply for 15-25m vessels.

Italy:  Licences required on lakes for vessels over 5HP. Some lakes need municipal registration. Coastal waters require coastal cruising coverage. ICC with RYA qualifications typically works.

Spain:  Sailing yachts under 6m and motorboats under 5m (up to 9.5HP) don’t need licences. Larger vessels require ICC. Get local sailing permits from the harbourmaster.
